are you saying a sheet metal roller could make fenders just like the ones in the link i had?

The rolled edges no but the curve yes. Those are probably stamped and pressed on a die.

Years ago, my brother came up with an idea but never did it. He suggested inflating an inner tube, then laying fiberglass and resin on it to make a fender. You would want an inner tube a couple of inches bigger than your tire.

Actually, just lay something(like latex foam) over the wheel, then cover the foam with waxpaper. Glass it and the waxpaper will peal right off.

Another way to do it would be to build a mold out of styro foam, then build the fender out of glass and resin. You could do it either way, where you're building the fender on a tire-shaped mold, or have a female mold with the fender built inside it.

If you want to get really fancy, build a plug out of foam, then lay on a bunch of cloth and plaster. Build a wood frame into it to make it durable. Then paint the inside of the plaster mold, sand it nicely, fill the pinholes, paint and sand again, and polish well with car wax. Then you have a permanent mold you can use to build several fenders.
