"Nut nylock" would be an axle nut. That means it's fine thread instead of common coarse thread. It may be a full size nut, or it may be a half-thickness nut. It would have a nylon ring embedded in the outer threads of the nut so that it won't vibrate loose even though you didn't torque it down tight on your (front) bearings, you only lightly butt up to a bearing like that. On a straight axle connection where there's no bearing in the (rear) wheel you can tighten it on up, but the nylon still does the job of vibration-proofing.
Your #40 and #37's are just washers, the #38 is just a spacer to keep the wheel out far enough not to rub on the frame.

If the nuts are missing but the the male end is there, you can use even a cheap caliper to determine the diameter of the male threads. That measure will be just a couple of mm's under the stated size of the connection, such as the male threads of a .75" connection measuring out to be something like .70" - .73" for example.
Then you can measure 1 inch of male threads and count the number of threads in an inch for the TPI (threads per inch). No idea what size yours is, but look at the the link below. There's 2 different .75" axle nuts shown, one with 10 TPI, the other with 16 TPI, so ignore what I said about it definitely having fine threads instead of coarse ones.
