Your best bet (keeping simple and somewhat cheap-ISH) would be a bicycle middrive unit... a pedicab is just a 4wheeled bicycle afterall.
AWD could be done
but then again that's where things are going to get super complicated and really stupid Expen$ive.... not to mention heavy with power cells.
