Soon as I pull start my 224 predator engine it's at full throttle! Yet throttle isn't being able engage!! What could cause this ? New throttle cable

Throttle cable WAY too tight.
Throttle linkage binding.
Throttle return spring problem (stretched or missing)
Idle screw cranked in too far
