Help with Steering system

hello, I've picked up a kart that needs some work. I've got the engine running but the steering was locked up. After working at it for a bit the small shaft snapped. I was able to get it to start to move before the shaft snapped. This is the first kart I have worked on and would like to change the system up to something, inexpensive, simple for me to install, and something that I wont run into the same problem with.

I have the steering wheel out, but still unable to remove the bottom part of the shaft or the plate with the hole that the steering arms bolt too. it would be nice if all the replacement parts were bolt on because I do not have a welder, any advice or links to parts would be greatful.

I am assuming the "pitman arm" is the rectangle part with the hole that the steering arms bolt into. It is the part that is frozen up. Where the shaft goes through the sleeve into that rectangle bar. I need to replace that sleeve, the rectangle bar that the arms bolt into, and the steering bar that goes from the steering wheel down to that rectangle bar. I would like to use something that has a barring or fitting that I can grease so it doesn’t lock up again. The wheels move freely once they were disconnected from that plate.

after doing a bit more research and learning the names of more parts, it is the pitman arm area that is frozen. The shaft that goes through the sleeve that ties into the pitman arm is the part that is frozen. I can turn the pitman arm and shaft if I use a hammer but so far have been unable to get the part of the shaft to knock out of the sleeve. The upper sleeve where the shaft went to the steering wheel, or the lower sleeve that you see in the pictures do not have any type of bearing or a way to lube/greese them.

At this point I need to replace the shaft, I would like to replace the sleeves with something that has a greese fitting so I can keep it lubed or something that has bearings in it. I would like to have the new pitman arm thread into the bottom of the steering shaft. If it has to be welded I can cut the bottom plate off and reweld it into place if thats what has to be done. If these replacement parts have a way to bolt in that would be best but if I need to weld them into place I can find a way to do that. I would be thankful for any help in pointing me to type of parts I am looking for, or the name of these style of parts to locate them myself. I have been searching with google and so far most of what I am seeing is just a steering shaft sitting in a sleeve type system that I have now.
