Help with parts ID on my engine

Can someone tell me what this mechanical lever part is ?

What engine is that? Do you have serial numbers off it to figure out make and model? If you do, I would go from there and try look for a manual that might tell you.

Just found out from another post that the engine is a Honda GC160. I'll poke around to find an exploded diagram and see , thanks!

Looks like a governor. I guess just leave it alone? Can I remove the arm from the 'D' shaft ?
