Is the chain tensioned properly? It should have about 1/2" of play up and down. Also, is the motor moving on the mount at all? Are the chain and sprocket aligned perfectly? Use a ruler or straight edge to make sure.

Make sure the two sprockets are solid relative to each other too... meaning that they can't wiggle around relative to each other. Make sure your sprockets aren't damaged, make sure the chain bends freely. Take the chain off, look down one edge of the sprocket to see if the edge of the other lines up with it. If you have some way to adjust chain tension (i.e. sliding motor forward) go ahead and do that... with one side of the chain taut, the other should be able to move about 1/2" side to side perpendicular of the way the chain is running.

Ya I think Badot got it. From what you said, your chain is too loose. Adjust the chain tension and it should be problem solved :D

the motor and chain are right on top of each other.. to tighten the chain would raising the motor up with spacers help?it would make the chain have to tightes up.... when the cart is moving the chain kinda bounces while going

Yeah, just dropping some good sized washers between the motor and the mount plate would work. The larger (diameter) the better, just to distrubute the load. An actual plate would be best though. When you're running the engine, it only really pulls on one side of the chain, which runs to the rear sprocket. The other side is usually slack, unless you run a tensioner.

Ya that's what I ment by chain guide. I think putting a tensioner in would be a lot easier and less time then taking your engine off and putting it back on.
