Alright, so I really don’t know jack about small engines but wanted to do a mini bike build. I’ve pretty much got everything else figured out, except I’m having trouble starting up the engine for the first time, and it seems like no matter what I do, it won’t get going. I’ve checked the spark plug, drained the fuel bowl out, and tinkered with the choke and fuel valve. I really don’t know much about this stuff, but I have a feeling it might have something to do with the carburetor flooding. I should also mention that this is a brand new predator 212, and I’ve obviously got oil in it and stuff like that. If anyone can help me out, I’d appreciate it.

Make sure it is switched "ON" (red electrical switch).
Take your favorite combustible spray and squirt a seconds worth starting fluid or the like into the air box. You can take the top off easily.
Pull the cord slowly until you feel resistance. Resistance means you've found the compression stroke. Let the rope retract. Now grip it firmly and give it a good tug.
What happens?
Does it seem like it is trying to start? Do you get a couple pops?
If nothing, it is probably a spark issue.
If it starts and dies, or tries to start - it is probably a fuel issue.
It could be other things. Broken timing keys have tripped me up in the past. I had spark. I had compression. I had fuel. But it wouldn't start with the timing messed up.
Improper valve settings could be another issue.
I'm assuming you haven't opened up the insides at all, correct?
Have you messed with the external parts of the governor?
Is the gas fresh?
