These are the pics I bought from. My camera is charging and I'll get better ones, hopefully tomorrow.
Any idea of the brand of cart?

easier to tell that you likely have a peerless 100 diff in there

but it looks kinda familiar *shrugs*

the engine bay 'cage' keeps letting me think of the Bird Baja though,
so my mind is currently stuck in a loop..
will need to rattle that record free first.

I'm not too sure as to the type, but yes that is a diff....
However, it apears that it may have had issues, as the sprocket is mounted to one axle, and the brake to the other side... There should be 2 discs, and the sprocket mounted to the diff portion of the rear assembly.

Some one might have welded it solid..

Correct. If the diff were working correctly, you would have brakes on both sides

if the diff is working correctly is relatively easy to find out, no?

lock the left wheel (sprocket and such),
jack up the right rear wheel and turn it.
Observe the diff housing, if it turns twice as fast as the wheel it's working,
if the wheel doesn't turn at all, it's welded shut,
If it's anything in between (usually with noise) it's broken.

Unfortunately it's not totally impossible,
that some idiot replaced a straight axle with a diff and figured,
he could have the sprocket and single disc brake as they were before.
