Help me Identify please!

My cousin picked up this Kart pretty cheap. We know nothing about it. We dont know who the manufacturer is, or what type of motor it has.

The motor turns over if you arc it across the engine, but the key will not turn it over.

My cousin told me it had a weird spark plug that has a threaded end on the side where the boot would go. He messed the boot up thinking part of the spark plug was left over in there.

We need to know how to get parts.
