That's normal; in a static state, the governor will hold the throttle open to assist starting, as soon as the engine starts, the governor will throw the throttle closed...
However, it appears this particular engine is set up to operate only at WOT, with no variation intended; the first thing you need to do is install a return spring to close the throttle...
Also, with the current setup, by attaching a variable throttle control, you will be defeating (or overriding) the governor; what you need is a spring between the variable control & the throttle control, which will allow you to open the throttle but, the governor will still do its job...
At this point, unless you have good mechanical & fabricating skills, it may be easier to find a different engine or carb setup...
