Help identifying chopper frame

No idea on who made it, but it's yours now, right? If it's going to be ridden (by you or anybody else) you need to do away with those big wide ground-grabbers that are passing for footpegs. Trust me on this, leaning into a turn with those sticking out like that can pop your rear end up enough to break traction and send you sliding down the road, and incidentally, grinding away your kneecap, hip, elbow....................
If pegs have to stick out, that's what they make folding footpegs for, see link below. You clamp them on with the hinges angled so they fold back as well as up, prevents that death hop to road rash.
