Help!!!! Go kart problems

I have a go kart and I think the clutch is bad. It screeches and runs away sometimes... It is a 11 hp Briggs and Stratton engine. Could the clutch be to small to handle the 11 hp engine? Also, my dad says that you have to accelerate fast and stay at that speed or idle it.... What do you think about that? It just runs away and sort of screeches.... Any suggestions??
