when you say "goes right away", do you mean it takes off when you start it? When your brakes dont work, is there a sound you hear and is there anything you do to make them work?

You could have a stuck throttle cable, too high idle, worn clutch, stalled clutch, there are several reasons that could be causing this.

Lower the engine idle speed by backing out the idle speed stop screw. I'ts the screw on the carburetor that the throttle rests against at idle. Backing this screw out allows the throttle to close more, the engine idles at a lower RPM, and (all things being equal), your CVT will not begin to engage until you throttle up.
