I think that it is a 20-Series (blue spring?), in that case it is installed correctly. Link to manual:

I still think there is a throttle linkage issue, look at the link I posted earlier.

I got that same exact kart at a garage sale for 10 bucks. The only difference is mine has the full roll cage, and no tires, engine, axle, etc, Frame only. I like how it looks without cage, and my cage is only bolted on... Thanks for the pics, ive been wonderin how it all hooks up.
