Have pics of engine quick question

Hey guys do any of you know where the wire thats proped up on the throdle cable goes? I just put it there so you could see it in the pic. Im not even sure the one that is coming off the gov. is in the right place. they were both just hooked on the same post. Any ides??? Thanks
