I’ve never worked on a motor with a starter clutch. What happens when it fails? When I turn the engine by wrench, it makes a screeching sound. But won’t turn at all with the starter.

Usually the one way sprag breaks and the starter freewheels without turning the crankshaft. Just putting possibilities out there that could be the problem with your engine. Eliminate anything external before or if you decide to look into this as the culprit.

There are many reasons for the screech noise. Could be the driven clutch shoes stuck to the clutch drum, pulley sheaves rusted to their shafts, on & on. Eliminate one thing at a time. Something is dragging, you should be able to narrow it down by process of elimination.

On mine, the starter doesn’t spin. It just clicks.
I also checked the clutch and the driven pulley. They are good.

Sounds like a bad starter relay/solenoid.

Make sure your connections are tight on the battery and both sides of the relay, make sure your grounds are all tight.

It’s not the solenoid. I jumped it to make sure. The more I think of it, if the starter clutch were locked up in the engagement position, the starter should still have enough torque to turn the engine over. This has to be one of the bearings.

You seem to be savvy enough to start disassembling the engine to find the problem. Just making suggestions as to what to consider. All you can do is jump in there and start digging. We could talk all day about what it could be. Do some basic diagnosing along with a process of elimination and you'll eventually find the problem.
