Without the governor there isn't something to control the governor's throttle valve, so when you turn the choke off, the carburetor basically has nothing restricting the airflow besides the air filter, causing it to run wide open. What I would do is connect a throttle linkage to the governor valve and spring load it, so that when you aren't hitting the throttle, it keeps the governor valve closed so it runs at idle speed.

That's how a Briggs of mine was, might be different for yours.

Is it your choke or throttle that is stuck open? Did you take any photos of the linkage by the throttle arm prior to removing the gov? Did you simply bypass it externally or did you actually pull it from inside the crank case to achieve higher rpms?

As you can see there are many variables to this and I have never done it myself. So, please, give it some time and a more engine knowledgeable person will come along. If no one answers for a while (a day or so) bump your own thread. When I got on, your thread was at the top of the list meaning it couldn't have been THAT old.

Now, back on topic, telling us exactly what you did to remove it will help with diagnosing your issue. Photos too.

i didnt take any pics while doing it but i physically took the whole gear out of the engine. and the throttle is stuck wide open the only way to slow down the engine is by flipping the choke on then it is at low idle.

You've got to be able to control the governor's throttle valve. Attach a throttle cable to little hook on the carburetor that the governor arm went to, then install a return spring.

is there anyway to stop it from doing that without putting the gear back in?

Sorry I edited my above post. But yeah, that's what I would do.

Or - you can put the entire governor assembly back in, and just attach a throttle cable to the governor arm, so you can bypass the governor without even removing it.

No no no. You dont want to exceed your governed rpm(3600) with that little plastic gear intact. Plus, to remove the governor arm, you have to cut it in half.

@ty rail kart, DO NOT run your engine until you have a new throttle assembly. Running without a load at high rpm can cause failure. Looks at the pictures Russ posted on this thread.affordablegokarts has some good ideas on throttle linkages.

Everytime I removed that governor gear. I destroyed it for sure.

I aggree with Toystory's above post. Did you plug the hole where the governor arm went thru the block?
