If you don't want to over rev, there is no point in removing governor.
If an engine is rated at 3600 rpm governed, removal of governor will cause it to exceed it's factory set limit.
Just do what I did. Take the air filter off and remove the screw with the spring on it. This lets the throttle go back more and will increase the RPM of the engine to about 4000-4200 which is safe and requires minimal work.
