I would fore go yanking the governor(until you get a better understanding of the engine), you'll also need other internal mods to prevent premature failure.

If he drives smart he wont break a thing. ive been runnin my kart through hell without the gov and its fine. and there aint much you can screw up doing this unless you dont take all the parts out.

Part of the governor is inside the crankcase, its a little plastic gear like thing, you need to remove that. Then you have to remove all the linkage going to the carb. Along with the actuator arm on the side of the engine, also must plug the hole that the arm comes out of.

Things you will need.
1.the right sized sockets and socket wrench.
2.RTV silicon sealant(its black and in a tube)

lright take the engine off of what ever its on bring it to a good work place. drain the crank case oil. when its all drained take the crank case side cover off. locate the gov gear it should be on the side cover or inside the crank case if you found it tap out the pin from the outside of the crank case or side cover. just use a nail and a hammer. after that you need to make sure EVERY peice of the gov is out there are washers and what not. then you can put the side cover back on but wipe the surfaces were the gasket use to be then put the sealant on it wait till it starts getting somewhat hard but not to hard then put the side cover on and put all the bolts back tighten them in a criss cross pattern.

Then you need to remove the gas tank the air cleaner and then the exhaust remove all the linkages and then plug the holes goin into the case then re do the throtal set up then re assemble it.
