I have a Manco deuce and it has a 18HP Honda v twin dated 1995. 12 years older then me!!! I want to get every ounce of power and speed out of it. Does anyone know how to adjust or remove the governors or restrictions?

Removing the governor (the right way) involves opening up the crankcase and removing the flyweights and gear mechanism. Then pull the governor shaft and plug the hole.

You will get the most bang for your buck by combining that with a nice free flowing exhaust... A 2 into 1 header would be ideal.

Look up air box modifications or buy an aftermarket intake.

Rejet the carb - the engine will want to run lean after intake and exhaust.

Timing advance key will give 'er a little more kick too.

How much are you willing to put into a 25 year old engine? Removing the governor at that age may be dangerous without upgrading rods and the flywheel at minimum, that stuff isn't cheap either! I'd imagine an 18hp engine pushes that deuce pretty well as it is, but if you must pull the governor remove it completely. There isn't a way I know of to adjust a gov, and I've not had experience with the v-twin small engine, but I'd bet the process is similar to a 212 gov removal.
Might be cheaper and safer in the long run to take a peek at a predator 670 engine, you could easily sink the same money into your honda depending on how far you wanted to take your honda build, and it's still got 25 years of use on it.

An exhaust and a carb jet are pretty darn cheap compared to a brand new engine and mods. The stock flywheel and rod should be able to handle the RPMs just fine running ungoverned with minimal other modifications. I'd just open things up to let it breathe and run it. If it pops, you'll be buying a new engine anyway.

An exhaust and jet also aren't "getting all the speed and power possible", so there is lots of room for misinterpretation of the original question. So doing every possible mod on a 25 year old engine may well surpass the price of a bigger engine that produces more power and speed. Sure a jet, gov removal and exhaust upgrade will wake it up, but it's not squeezing everything possible from it.
