Pretty good deal? 4 hours is a bit far but just depends on how bad you want it

I actually just drove 3.5 hours for a racing kart and broke down 45 minutes away and the guy wouldn't meet me where I broke down at, had to temporarily fix the car and he'd back empty handed as I wasn't sure how far I could get and was already pretty far from home

Yes. In my opinion its well worth it if it will run and drive.

Bring a battery to make sure the engine turns over.
And 400 bucks is a good deal.
Around here you would pay that for a well used yard Kart.
