Why does excess fuel flow out? Let's see, needle valve has to open to let more fuel in, needle valve has to close when the carb is full so that it doesn't overflow, so why does it overflow? Spitballin' here, but a tiny piece of trash between the needle and the seat?
Overnight soak of the carb in carb cleaner, completely submerged in it, then blown dry with compressed air and/or displacing agent like Brake-Kleen or similar.

The fuel that comes back out of the intake on backfire is not the concern right now. Is your float level correct? Too much fuel pressure? We need more information.

the carb is brand new got it in the mail a few days ago, and the fuel is gravity fed

Did it run properly before you installed the new carburetor ? Were any other modifications done at the same time? Blowing raw gas out of the carb could be a sign of other problems.
