Hi I am pretty new
WoW! I think that makes you the first newborn we have here! Welcome!
if a go kart would be legal on the shoulder lane in Arizona
Everything is legal until you get caught. Go for it! If other people do it, then it has to be legal! Any Arizona law enforcement agency would be happy to give you the latest Arizona highway statute regarding that, right there on the shoulder of your favorite highway. And the" Shoulder lane" is not really a lane.

Cars and Cameras also got me into go karts and mini bikes. I bought a full suspension murray for 50 bucks and started researching stuff (on youtube of course). I found them and at the time they were building there trophy kart. I kinda fell in love with their operation and it's been fun watching them grow.

As far as the legality of riding on the shoulder, no. I doubt there will be an issue if you are being safe however, and if you do get stopped you will likely getet off with a warning. Don't quote me on that tho.

Bike lanes and bike paths typically have rules posted in situ. Having said that, a general rule of bike lanes/paths is "No Motorized Vehicles". I understand that is a lot of legal jargon to decipher, but it's worth a study.

The application of a little common sense would give you an answer:
Highways are paved strips designed and built for the safe transportation of motor vehicles.
The "shoulder lane" is generally an unpaved safety buffer strip between the pavement and the surrounding terrain.
The "shoulder lane" is often "unimproved" or maybe graveled. Arizona is known for its dry climate. Being dry, any motorized vehicle movement on the uninmproved surface could possibly cause airborne dust and debris which could cause a safety hazard to motor vehicles moving at highway speeds on the paved surface. So Its only a guess, but i would think that it would be illegal to use the "shoulder lane" for and motorized vehicle traffic.

I'm betting Arizona state troopers won't care if the shoulder is paved or not and/or where you are going, it's probably illegal. I don't live in Arizona so I could be wrong.
On a side note, perhaps you should seek some punctuation help from your english teacher?

Officer discretion.. That means a normal everyday guy who goes home to a normal life like me and you gets to choose what happens to you when he catches you.
Either let you go or wreck your day. when I was 15yo me and a couple local trouble makers got caught with the eggs. A whole dozen of eggs it was three cars and a house.

The cop caught all five of us and took us to the house that reported the egging. We cleaned up are mess with cleaning supplies the homeowner provided.. The officer made us apologize to the homeowner and at his own discretion just let us go. He did not have to let us go though.

16yo kid with us had cigarettes and it was 3am there is a 12am curfew for kids just walking around. But it’s not enforced.

The cars and cameras guys are jerks and not about what happens in real life. The nitrous kit you purchased will do nothing for power. The hemi is harder to hop up and more expensive to do it and will never make as much power as the wedge head! You will only be destroying a fun and useful kart that can do many things well to a kart that can only do one thing. And not very well at that. Driving on the side of a road, bike path, walking path or any other place that is not off road will only end badly for you in some way, shape or form.
