go kart won’t run on the ground but will when the kart is jacked up

Possible causes: Clutch is either sticky or toast, idle speed too high. There is way too much slack both of those chains, I am amazed the chain stays on the sprockets at all.

This is incorrect. There needs to be some droop in a properly adjusted chain. Refer Go Kart Supply image.

Aside from your chains being too loose your clutch looks downright tired.
From your picture it looks like the final drive ratio is way too tall for the size of tires on your kart. I think you're going to have problems even with a new clutch getting the kart to leave from a dead stop.

Most common causes for an engine that runs fine unloaded but not loaded:

1.Intake leak
2. Dirty carb
3. wrong jetting in carb
4. Incorrect Air/Fuel screw setting (where equipped)
5. Sticky/Bad clutch
6. Being an OHV, Incorrect valve lash on either or both valves
7. Bad head gasket/ loose head
8. Loose spark plug (rarely an issue but I've seen it be a cause)
