I filled it out. I was a bit long-winded on the last question, but it's true.

the safest things you can do are either having NO safety measures aside from a bolstered seat and a helmet, or go all-out with 3+point seat belts and a cage or roll bar.

ROPS is useless without restraint

Restraint is useless without ROPS.

Why do professional go kart racers on asphalt not have roll cages? Because mommy and daddy aint gunna sue the go kart company when you wreck into a tree, get your fingers stuck in the chain when its running, get your hair or scarf wrapped around an axle, or decide the curb is a suitable place to drive.

How is it okay for motorcyclists to not have training wheels and a roll cage? Because they are grown ups. We put kids on a motorized vehicle and expect them to be able to posses the foresight and experience of an adult, only to find out that they can and will do everything in their power to wreck the thing.

you can bubblewrap all the world incl yourself and still get badly injured if you happen to not use your brain while driving..

Safety measures: use your brain at all times!
(to keep it functional even if someone else is not using his, a helmet mostly does the trick ;))

So helmet
and working brakes on the kart..

rollcage is for buggies not karts
offroad karts mostly come with brush guards.. makes sense, but is not exactly a safety feature ;) especially not if mistaken for a rollcage.

No cage (proper cage!!) -> no belts, no exceptions!

PS as Grant said: untrained kids are an exception to the above...
remote killswitches, neck and back protectors and basically all the safety gear you can think of can be a good idea.
