How about a puller? Are these keyed hubs for a keyed axle or hubs with bearings for a stub axle?

You could put a hot wrench to it too, but be careful and don't overdo it. Patience is the key to success. I once had to spend about two hours working a tiller tine off it's shaft. And that was after nearly a week of WD40 soaking...

try the puller then the oxy assuming u have either of these

last option is to try and use a punch to knock the key out then get a crow bar and try and turn the hub as this may break the seal that is locking it on

Hot wrench= Propane (plumber's) torch, or oxy/propane, oxy/mapp, oxy/acetylene torch.
Oxy=oxygen

You would gently heat the hub all around, while trying NOT to heat the shaft. This will slightly expand the hub, greatly improving the odds of freeing it without beating it to a pulp.

PB blaster works like a charm, you will need to let it soak in and spray it again though. Ive had good luck with the stuff...

Be careful if the hub is aluminum if you torch it, dont take much to mess it up...

oh yeah and if it is aluminium and the axel is rusty it may pay to sweep it down first

although the chance of any reation is so low it is unmeasureable murfeys law says it will

Besides rust someone may have used a over-sized key and hammered your hubs on.
I agree with using a punch to try and drive the key out first, and then using a block of wood to carefully hammer the hubs off.

If they're the split hub designed kinda like the pic below, it sometimes helps to drive a wide straight blade screwdriver into the slot to
expand them a bit. Although it'll leave marks.

Notice this gold hub has an extra set screw that pushes against the key. Make sure dirt isnt just hiding one of the sets screws on your hubs.
