Electric is, generally, WAY more expensive, slower, and you need time to recharge the batteries, which are really expensive and heavy. Unless you are really set on making it electric, I wouldn't bother.

I don't know where you are, but if there are a lot of second hand Briggs 5hp flatheads out there they can be quite cheap. Otherwise a Honda Clone engine.
Bike engines are the best if you can find one for cheap.

Hi mate, you can pick up a gx200 clone off ebay here for about 80 quid, or look for bike motors as said above.

Ninja would be a good choice for a road kart, but it would not be all that great off road. You want a large single cylinder or a V-twin for the extra low down torque.

how about moped(scooter) engine? just tryin to find best options instead of throwing money at it.
how fast would either a 50cc engine or 6.5hp go? does it need to be honda?

No, it doesn’t need to be Honda, you could use a horizontal clone engine (looks like a Honda, swaps parts with a Honda, but isn't a Honda) they come in all sorts a flavors like blue, yellow, and red & white & they are 1/3 of the price.
