Yes the air intake has been modded to take a bit more air in, apart from that the idle speed is the only other thing that iv changed.

Okay- then obviously there was some sort of information failure between the shop, and you. Your engine did NOT hit 9700. Maybe, it hit 3700. There is nothing you have done that will make it spin any faster than the engine's governed speed of 3600RPM, give or take, say 100.

EDIT: it gets to 2100 rpm with a tap on the throttle so does that mean its highly tuned, and I'm only 14 what does the governor do is it like a limiter?

The tap on the throttle thing doesn't say anything about the tuning.

The governor is a mechanical device that regulates the engine's speed, by controlling the throttle. It increases RPM (as much as it can) when the engine bogs due to load, and decreases RPM when a load is removed. All the while trying to keep the limit at 3600RPM

Yh the govenor is removed i forgot it was that little sprocket in the engine, anyway might aswell clse the thread now, im getting my new engine on friday

Even with the governor (little gear) removed, you will most likely break something long before 9700 RPM. Heavily modified and souped up engines don't go much beyond 6500 RPM, IIRC.

i have a briggs and stratton 5hp go kart model 133202 and i need help figuring out the linkage for the throttle on the bottom side of the fuel tank

The centrifugal clutch is only good for up to 6hp engines. Larger hp engines need a torque converter. Wanting more power and speed comes with a price. The centrifugal clutches are great on real small kart and light weight kids.

Not at all true. Even the bargain-bin clutches can handle more when geared appropriately. Ask Anderkart what a good race clutch can take...

I'm puttin a rusty crusty 5/8" max torque on the output of my three speed, with a big carb and open pipe the duraforce has to be 8 or 9 horse power. all the same one i've seen new say up to ten HP for four cycles. any takers on how long it lasts....

On the output? I'm going to have to take a close look at that!

yup. i'm not payin through the nose for a 1" clutch. plus with the underdrive for first gear it will let the motor spin up more. its comin along, going away for the weekend though.
