that inclination is (as you can clearly see ) to bring the front axle to the same level as the rear one.
It's to have the kart sit flat on the ground.
If you ignore that you have two possible options:
1) have the rear axle mounted from below on your homemade chassis to tilt the chassis forward.
2) or as is and have it tilted backwards.
