It's ok when it's started and the lever is in the start position, but as soon as I push the lever into the run position, it goes.
Start/Run is your choke lever. What you're saying is that you're starting it up with the choke on (start position), and when you turn the choke off (run position) the motor then revs up higher. High enough to engage the clutch. If it ran lower rpms when the choke was still on, then you can afford to back off of the idle screw for the carb when in the run position, lowering the rpms to what they were with the choke on.
Watch what moves back and forth on the carb as you press/release the gas pedal (not cranked up of course). When you release the pedal, a moving part should hit a screw somewhere that stops it from moving any further. That's your idle screw.
BTW: Same is true when you floor it, a moving part should hit a screw somewhere that stops it from going any further. That's your throttle limiting screw.
