go cart engine connected wrong?

I have a go kart with a Honda GX 120 engine when I move the lever that is connected to the engine that doesn't do anything I have a spring that I put on a black knob attached to the carburetor and once the knob is twisted the go kart will start moving but it will not move if cconnected too the swing arm on the engine. Whats wrong

In case you haven't noticed by now, we loooove pics. Two reasons:

The "swing arm" is the governor, which "governs" how fast the engine runs. It should be hooked to a part that moves by the throttle cable with that spring. How and where are critical, as there are usually several options. Much as we can help without pictures.
