Getting off the axle

Hi
I have a go kart with some rust on it. i need to replace the bearings in it. But i can not get off the mounting bracket for the bearings or the collar the keeps the axle from moving. I need to replace the bearings. I have put on so penetrator. I've tried everything i know what should i do?

penetrating oil overnight then a HUGE hammer,

failing that apply heat to the jammed areas with a blow torch.
