What is the highest and lowest gear ratio you should go?

A predator 212 on a go kart.

....off road kart, race kart? Base line is generally 6:1, 10 tooth on the engine side, 60 on the axle. Also depends on tire size, kart weight with driver.

I want a street kart... From the bottom of the tire to top of tire is 8.10 inches and the kart with the driver is 325lbs

What's the tire size as written on the sidewall of the tire?

that'd be a 11" wheel (3.5 sidewall times two is 7, plus 4" for the rim = 11" nominal diameter)

6:1 ratio is golden,
you could get away with 5:1 ratio (in case you do not intend to climb steep inclinations)
And gearing lower than 7:1 might get you into clearance issues with the rear sprockets even with #35 chain so you'd need a jackshaft.
