IT WILL NATURALLY BE IN THE RIGHT POSITION with the engine not running. .....then you just put the linkingage in the correct positioning and tighten the screw down. ......gee wiz.....

I understand how a governor works and my question about the home position had a purpose. This shaft did not return to any position when turned EVEN WITHOUT THE GOVERNOR SHAFT ATTACHED AT ALL MUCH LESS FREE. I thought I made that clear. It has been a LONG time since I have messed with a governor and I too thought it should have an 'at rest' position

sorry if you have had a bad day and for wasting your time

gee wiz indeed

Hmmm.....That doesn't sound right. ....but your governor is working....right?

Loosen the screw....put it at WOT...like before but turn the shaft clockwise.....

That should be right.... (I think).....

The gee wizz wasn't directed at you. ...just frustrated at myself for not explaining it better and it being this much trouble. .. (for you).....

On mine the shaft is at about 11 o'clock at idle setting.

yea, I took the gee wiz a little personal so all cool now.
I agree, something doesn't seem right. This is what happens when something should be easy but just isn't...
So I have been reading and searching and here is what I have found - hold throttle blade wide open, loosen gov arm screw, rotate shaft fully counterclockwise then tighten screw.
I don't think I can fully nail down the governor adjustment until I tackle this rich running issue though. The whole time I have been thinking the engine won't rev due to some magical go kart factor. I now think it won't rev because of its running rich. This hit me while manually working the throttle with the governor amr removed. Besides being close to the muffler and smelling it, the fact that the air filter being removed wasn't causing the engine to run lean tells me the carburetor is very rich. The fact that holding the carb wide open with the wheels off the ground and this motor isn't revving super high much less trying to run away says something as well.
If I can catch a break in the rain I'll see what I can come up with today.

after posting , i did a re-read of all the above so now i am confused again....dang.....ok, you say clockwise and another guy on youtube says clockwise.
I have another person that says to adjust it by moving the throttle fully open, noting the way the arm moves. in my case it moves the shaft counterclockwise. they say to then move the shaft fully in the direcion of rotation and lock it down.
I had said before edit I had a consensus but now I don't.
It started smoothly, idled smoothly and ran pretty good right now with the shaft adjusted the ccw way. Maybe yesterday it was so rich running nothing made sense. I'm going to hope for more breaks in the rain and see if my son will ride it a bit to get a lighter person in there. Maybe I'm expecting too much from it.
Once it gets moving now and keep moving it does pretty good.
Thanks for hanging in there either way!!
on second edit - I noticed mention your arm was at 11 oclock at idle, this one is at 12 at full open

Alright....I put my son on it, it got him moving but wouldn't turn around......I went out to push it back and decided to hop on the frame after I got it going. I could reach down and work the throttle blade by hand and the kart would drive just fine.
Sounds like a governor problem to me. That could be why none of this is making sense.

I was just typing a big theory / response but it disappeared. To sum it up you hit the nail on the head, been looking in the wrong spot. I checked the throttle hitting full open with full application of the accelerator but didn't account for the governor wanting to close the throttle. I think all I need to do is adjust tension of the throttle spring to overcome the governor....
Next rain break I get I'll give that a shot but I think that is it.
