It’s going to rev going down hill no matter what. The faster you go the faster your engine will rev on down hill. That’s just one of them laws of physics you can’t break. As far as going to a taller tire it should get you the speed you want but you may loose some hill climbing ability. Again stupid physics!

I had looked into some of the clutches like you see on a Polaris. It said they had a two way bearing to avoid engine braking. Would this allow it to coast?

With a centrifugal clutch letting off the gas shouldnkeepnit from engine braking.

An over running clutch? I never knew they had one for a Polaris. Why would you not want engine breaking? Are you drag racing?

You got tons of torque. Perhaps taller tires! I thing stock golf cart tires are 18" A lift kit and 22"-24" tires can add more speed.
