gas lines

i was having trouble with my mini bike starting, so i went and got starting fluid and it started right up, now my question is how or where do i put the gas lines, i have 2 lines that go into the carb, does one line get gas there and the other take it back creating a circle effect? or do both lines go into the tank at the same spot? i have both plugged into the same spot on the tank and run to the carb ut it doesnt seem to be getting gas.

Does the carb have a primer bulb?

One may be a reserve.If you have a on,off,reserve,valve try turning that

yes it has a reserve bulb, when i fill it up it does nothing, i was trying to figure out if gas goes back to the tank from one of the lines, i dont have any valves its just 2 lines going into the bottom of the tank, not sure if i set it up right. thanks
