How do you break down the rear plastic drive wheel need to repace the tube but dont want to break the rim?

They're technically designed not to be taken apart. Have you tried slime for tubes yet? They sell it in the bicycle aisle at wal-mart.

I've pried them apart using heat and screwdrivers but gluing them back together is not easy.
