Fun Power Throttle Cable replacement

I don't understand what moves the throttle when I press the pedal. Obviously the cable moves the mechanism back and forth but that's not connected to the carb. if I move the govenor arm up/down it opens/closes carb. The mechanism in the last picture does not connect to the govenor arm...(at least mine does not) what am I not understanding?

hmm . I have a spring that connects to the governor arm but it doesn't do much to move the arm. maybe it is wore out or something. the key point that I hear you making is that the spring is the connection between the throttle cable linkage and governor arm and thus the connection to the carb. I don't need more parts

Once the engine is running, when the governor can operate it will make more sense. Just follow sparky’s advice. Or jack the rear of the kart up and see for yourself.
