I am building forks for my kids first (and mine) mini bike. I am using 1" square tubing for steel. I am drilling a hole for the bolt to go thru the steel. Does the bolt just go straight thru? Nothing between the bolt and steel? Will the steel rub thru the bolt? I guess same question applies to the back wheel also.

Yes, the axle probably could go straight through you steel but most people make a flat tab like this:
I would not reccomend using a bolt that's treaded all the way you should use an axle like this:

The non threaded part is what the bearings in the wheel will roll on and the nuts on the axle are turned down tight so the axle does not move at all.

id recommend welding in a sleve in the square tube that way you have no chance of wallowing out the holes and they will if its fairly thin tubing

You do not have to use an axle that is threaded on both sides, since you do not care about it being keyed just use a bolt... it will be massively cheaper and 90% of the older companies went production like this. Very easy and very effective, tabs might be better but I think you can get away with welding a collar to each side of the tubing if you have the space, this will keep it steady and prevent total wear. :)

Should be, It really couldn't hurt to add them on the outside though, 3 dollars is not a huge price for 2 collars. Judgement call really. The shaft won't be spinning anyway, heh.

it should be fine without the collars especially since it wont be spinning. you can always do something about it later if you find its a problem
