can i weld tabs onto this tubes or how else can i mount the tabs necessary to mount these calipers?

I would weld the caliper mount to a bracket - that curves/fits flush on the tube. Like ()}
Then maybe get some u-bolts or steel straps keep it in place.

Just a thought, that way it doesn't do anything permanent, and you don't risk ruining the shock tube.

I have seen peoples posts where they have weld on the shock tubes.
I am not the best welder, so I sometimes fear burning through the material LOL.

im guessing steel. its magnetic but the magnet doesnt get a good bond on it compared to when k place the magnet on raw steel
