frame rust

I'm considering buying a used frame from craigslist, and the seller says its not in the best shape and has a few rust spots. Would it be acceptable (safe, not take away performance) to cut out the spots with rust and replace with with new steel tubing?

As long as you're a competent welder, yes.

Woah! Have them do the welding. That is not the place for a newb to learn!

If there's no perforation (holes) then don't bother cutting it out.

If you wanted to do it yourself, have them teach you the basics on some scrap metal. Once you know more and have some decent experience, you can give it a go if you want.
