what kind of material and diameter should select for frame when overall weight of kart with driver will be 180kg. Frame weight should be less than 15 kg

That's pretty light for a frame...especially when you want to carry that much weight. What hp engine and where do you plan to use it...(onroad or off?)

it's only the constraint that weight must be less than 15 kg. Using briggs and stratton 550 series 127 cc , 3.5 bhp. And it's for offroad

If it absolutely has to be that light, then aluminum, carbon fiber and titanium would probably be the materials of choice. That said, it's going to be more about technique than anything. Lots of sensible bracing to reinforce it without adding unnecessary weight. There are tons of variables to this, and you need to specify what materials you can actually work with comfortably. For example welding aluminum and titanium is not for the average person. Done right, you could also make it out of Popsicle sticks and super glue. Mostly, it's all about triangles to create strength.

It held about 200lbs without flexing at all. Here is some more info on that subject:

Approximately 140 popsicle sticks at 1.5 grams each held over 200lbs. One of the responders claims that there bridge help almost 500lbs

somebody suggested us to use CRC pipes and we thought to keep 5mm diameter and it's weight is about 12 kg, can we?

Any material put together in the right way should be fine as long at meets your weight requirements and you have an effective way to join it together.

The other question is: How much of it is considered "frame" ?

Spindles, axle....ect??? Yeah, I think aluminum is probably going to be it....although I have thought about conduit....but there's little room for error there, and a skin is probably going to be necessary....but it could be done cheaply...but...if you have to ask...you probably shouldn't attempt.
