Does anyone know how I can get this part quickly or who I can get it from even if it takes a few days but I need the whole assembly

I have no clue. I have never even seen one like that before. What is wrong with it? Maybe you could just get new bearings or just have it welded back together.

It came off a kt196 go cart. I had it welded by a guy but the bottom barrel is still bent. He put angle iron around the bottom for reinforcement but that caused it to go back to the way it was. I guess like you said I'm gonna take it to a certified welder.

go to a shop that does steel fabrication. Might have to almost rebuild the whole thing. You aren't going to find that whole piece ready to go anywhere.
It doesn't matter if the welder is certified or not, only Competent.

I don't see how the bottom barrel could be "bent" since it's so short, or how the new brace could have changed it. If you mean it's twisted so that it's no longer at a right angle to the framing, that makes more sense and would be very simple to straighten out. You could turn that zerk fitting 90 degrees while you're at it so a grease gun tip could get to it.
What goes through the 3 tubes on that frame? I see the very short lower tube in question, the long upper tube, and what looks like just a swingarm pivot at the end.
