Although it looks similar to the one you linked to, I'd be inclined to say no; manufacturers tend to use some of the same parts across their range, the main one being the steering column support hoop.

Now that I've pointed that out, you'll notice the difference between them; there's also a few other subtle differences...

Unfortunately, I can't tell you who did make it...

I have the same sticker on my kart and it's a (fun kart) brand. I think it's made by carter brothers.

Yepp, it is made by Carter..
that looks very much like a 2575-SX Econo Kart (2003-2006 AFAIK).

Step 1. Relocate the crossbar farther forward
Step 2. Add a second crossbar near the rear
Step 3. Weld on axle bearing mounts
Step 4. Attach new axle assembly
