ETQ 178f Wont start without Starting Fluid

So my Eastern Tools and Equipment generator won't start unless it gets a squirt of SF into the intake. Now i know this is harmful for a diesel cause it can lock up the engine but ive only done it twice.
I can not find a glow plug anywhere on the engine just an oil sensor. Also fuel lines are tightened and is getting to cylinder. cause it runs fine and powerfull after starting.

What does the choke do?

It does not have choke.

Just to rule out the possibility of it being a carb problem, take it off and give it a good clean. The fact it runs fine after starting is a head scratcher though
