Engines and rpms

Okay so I'm picking up a mini quad that has a 49cc engine on it let's say the engine has a rom max output of 3600rpm now let's say I buy a 212 that also has a max output of 3600rpm now would both vehicles be the same speed with the exception of the 212 gets there a lot faster?

It's a Chinese engine I assume any idea if there are any performance parts available for these I imagine that there kind popular because you find these engines on most kids bikes and quads

A decent estimate of HP based off of CC's....

Two stroke...

# of CC's / 15 or 16 = estimated HP
49cc's / 16 = ~3HP


four stroke

# of CC's / 30 or 32 = estimated HP
212cc's / 32 = ~6.6 HP

390cc's / 30 = ~13HP
