engine starting trouble

I recently had to replace my rings again because I didn't hone the cylinder so I just honed the bore deglazing the engine then installing the new rings. When we get ready to start the engine to make the rings seal it didn't start up like normal it would only start with throttle wide open. Once started I try to control the throttle to keeping the engine reving up varying rpms but the engine is not responding to the throttle properly it may rev up after u brought the throttle to near idle if u go full throttle from idle the engine dies. It will only run for 10-15 seconds at a time the plug has a little oil but I'm not worrying about that yet because the engine can't run to let the rings seal. I spoke to a few techs they all say jetting or dirty carb. I have 3 new carbs for other motors I tried 2 new carbs and 1 carb off a running engine new gaskets and timing key. I tried main jets from 36-44 low speed jets from 0.018"-0.032" and tried idle mixture screw everywhere. Any help appreciated

I would run a compression test. Is this on a Briggs 5 hp? I checked compression on my 3 hp the other day and it was around 110-120psi. But I don't know the spec for it. Sure you got the rings on correctly and are they file fitted?

Might double check the spacer behind the carb, they seem to like to get hung up on the sheet metal cooling shroud, just enough to cause vacuum leaks.
