Therefor, even at the same 3600RPM, a higher top speed.

To be more clear, while both engines are rated for the same RPM, the underpowered one will never reach the rated RPM when you gear for a high speed. As a result, the underpowered engine will attain a higher speed at a gear ratio that's supposed to produce a lower speed, because that's the only time it will reach the RPM where it produces peak horsepower.

Absolutely, and I proved that one myself. I changed my final drive from 4:1 to 4.8:1 and gained a few MPH because I didn't have enough power to hit the full 4200 RPM at 4:1.
