Engine imbalance?

Hey guys, as you have recently known I bought the wrong size torque converter (1" instead of 3/4) anyways I didn't want to have to spend the money for shipping/handling both ways. What I decided to do was http://i820.photobucket.com/albums/zz130/redsox985/Go kart/KEY.jpg

Black: PTO Bolt
Brown: PTO
Red: 3/16" key in PTO
Green: TC installed key
Blue: 2 steel arcs filed to fit snugly between the keys
Gray: TC Bore

Do you think that this will make the engine out of balance and possibly make it throw a rod? Or crack the block?

No. You would have to do a lot more than that to cause that kind of damage.
Removing the governor is far more damaging than anything you are adding on.
